Born in Pontypridd, Rhys attended Ysgol Gyfun Rhydfelen before going on to Bangor University to study before returning to Cardiff. Rhys lives in Gabalfa and was elected to represent the ward in Cardiff North in May 2017. He also was the candidate in Cardiff North at the 2021 Senedd election.
