Peter Black
Assembly Member for South West Wales
Biography 
Peter Black has been the Welsh Liberal Democrat Assembly Member for South Wales West since 1999. He is a leading Swansea Councillor, having represented the Cwmbwrla Ward since 1984.
Born in 1960 in Bebington Wirral, he was educated at Wirral Grammar School for Boys and graduated from Swansea University in 1981 with a degree in English and History.
He is a former civil servant, having worked in the Land Registry for Wales from 1983 to 1999. He is married to Angela and lives in Manselton.
Peter is a former Leader of the Opposition in City and County of Swansea and has also served as the Chair of the Welsh Liberal Democrats in the past.
Peter is the Welsh Liberal Democrat spokesperson for Local Government, Heritage, Housing and Finance.
His interests include Science Fiction, Film, Theatre, and Poetry.

Six-figure redundancy packages in the public sector would be a thing of the past under proposals announced today by the Welsh Liberal Democrats.
Welsh Lib Dem AM Peter Black is arguing that pay-outs should be capped at £90,000 for people working in the NHS and for council staff.
The move comes in the wake of a string of controversial taxpayer-funded golden goodbyes. Only last week it was reported that disgraced Carmarthenshire County Council chief executive Mark James could be in line for a severance deal worth £446,000. This followed the announcement last year by Pembrokeshire Council that it paid its former chief executive Bryn Parry-Jones an estimated £330,000. Last year, Mary Burrows, the then chief executive of Betsi Cadwaladr was reported to have received a deal worth £470,000.

A report released by Stonewall Cymru showing that homophobic bullying is still a major issue demonstrates the Welsh Labour Government's bullying guidance isn't working, the Welsh Lib Dems have said.
Stonewall Cymru's The Teachers' Report found that 87% of Welsh secondary school teachers say homophobic bullying happens in their school. It also found that 85% of school staff have not received specific training on how to tackle homophobic bullying, and shockingly a third of teachers hear homophobic language from other school staff.

The Welsh Liberal Democrats are marking Transgender Awareness Week on Wednesday by leading a landmark Welsh Assembly debate on issues faced by Welsh trans people.
It is thought to be the first time this topic has been discussed in-depth by the National Assembly for Wales. It is estimated there are over 31,300 trans people in Wales, yet there are significant problems relating to adequate healthcare and housing provision. Welsh Lib Dem Assembly Members will be raising these issues, in addition to the perception of trans people in Wales and what can be done to further raise awareness of gender equality issues in order to reduce stigma.

At least 2,096 people in Wales have been on a housing waiting list for over ten years, figures published by the Welsh Liberal Democrats have revealed.
The figures, which were uncovered via Freedom of Information requests, also show that a staggering 8,596 people have been waiting over five years for a house.

The Welsh Liberal Democrats have announced today that they have secured a £223m two year budget deal that prioritises the futures of our children and young people, and helps to ensure opportunity for all from cradle to college.
Central to the agreement is expanding the flagship Pupil Deprivation Grant. All schools in Wales will receive £1,150 per child on free school meals by 2016 to spend on improving the literacy and numeracy skills of our poorest pupils. For the first time, this Grant will be extened to under 5s to make sure our children get the best possible start in life.

Liberal Democrats will give fathers an extra four weeks paternity leave under manifesto plans announced today.
Currently fathers are entitled to two weeks paternity leave but the Liberal Democrats want to go further and dedicate an extra four weeks exclusively to fathers. This will increase the protected paternity leave for dads to six weeks.

A Freedom of Information request by the Welsh Liberal Democrats to Health Boards reveals that waiting times for:

Ahead of the Tour de France's Grand Départ in Yorkshire on Saturday, the Welsh Liberal Democrats have repeated their calls for a stage of the Tour to come to Wales.
It was in the Welsh Liberal Democrat 2011 manifesto for Wales to bid for the Tour de France, and with the world-famous race visiting England this year, the possibility of visiting Wales in the future is even greater.

The Welsh Liberal Democrat spokesperson on Local Government and Equalities, Peter Black, has accused the Welsh Labour Government of failing to sort out the confusion and bureaucracy surrounding the issuing of blue badges to disabled and elderly people in Wales.
