The Progressive Agreement committed that “funding is provided to put in place a floor for future local government settlements.”
In the 2017/18 local government settlement, Councils benefitted from a funding floor that limited the variation in funding given to each local authority. No Council suffered a cut of more than 0.5% following the use of £1.6million in top-up fees.
The Welsh Government has also, for the first time, formally recognised the extra cost of delivering social services in rural areas.
Welsh Education Secretary Kirsty Williams said:
“A funding floor was in the Welsh Liberal Democrat manifesto and was an important part of the agreement which led to me entering the Welsh government.
“It has created a fairer system, ending the situation where some Councils faced drastic cuts to their budgets while others were left relatively unscathed.”
