Purpose of Job

To lead and motivate the Welsh Liberal Democrat staff and oversee the strategic development of the Welsh Liberal Democrats.

Main Duties

In addition to the Job Specification for the Chief of Staff post at the Assembly, the successful candidate will be expected to undertake the following duties:

  • Ensure the smooth running of the Party in Wales and the proper maintenance of its physical assets.
  • Responsibility for the recruitment, training and supervision of staff, performance management and other personnel related issues.
  • Principal adviser to the Party on political direction, policy and campaigning strategy, including acting as National Agent for key election campaigns.
  • Advise the Party on the Constitution and Party Rules.
  • Work with Federal Party organisations, committees, staff and officers to represent the interest of the Party in Wales - including negotiations on the Federal Levy and Service Level Agreements.
  • Liaise with other external organisations such as referendum campaign groups and act as the Party's representative as required.
  • Overall responsibility for delivery of Welsh Liberal Democrat Conferences
  • Work with the Treasurer and Party Manager to have oversight and control of the Party finances, prepare accounts, and advise Local Party Treasurers of their duties under PPERA.
  • Manage the relationship with Party representatives at Westminster, the National Assembly and Local Government and with the voluntary party.
  • Overall responsibility for internal and external communications strategy.
  • Advise on and assist with fundraising activities where appropriate.

Person Specification

In addition to the Person Specification for the Chief of Staff post at the Assembly, the successful candidate will be expected to fulfil the following criteria:

Essential

  • Proven experience in leading political, media or public policy campaigns.
  • Ability to help formulate, communicate and deliver the strategic objectives of the Welsh Liberal Democrats.

Desirable

  • Experience of working with volunteers in a membership organisation
  • A track record of success in leading political election campaigns.
  • A history of activity in the Liberal Democrats
  • Experience of fundraising
