Responding to the re-launch of a consultation by the Welsh Government on dog breeding standards, William Powell, Welsh Liberal Democrat spokesperson on animal welfare, said:
"I am disappointed that the Welsh Labour Government has still chosen to ignore the concerns of animal welfare campaigners by specifically excluding puppies from the proposed staff to dog ratio. This exclusion could result in a single member of staff being responsible for the care of well over a hundred dogs. This would be unacceptable and could lead to issues of neglect.
"Despite what the consultation claims, it is clear that puppies have been overlooked in the proposed regulations. It is regrettable that the Welsh Government has chosen to delegate to local authorities on this issue. This sends the worrying message that it is not serious about puppy welfare or regulating Wales' puppy farming industry. Furthermore, there is potential for further strain on an already stretched dog-warden service across Wales."
